The fact remains, however, that current Arab Gulf spending and arms transfers are shaped in large part by the failure of the "game of thrones" states to cooperate, develop effective, integrated, and interoperable capabilities, buy only what they need, and save where they can take advantage of their strategic partnership with the United States.
