This theme was inspired by the official Windows 98 / Windows 2000 / Windows NT themes. The Code Editor theme scheme was inspired by the default Light (Visual Studio) theme shipped by VS Code. File icons are credited to Alex Meub.
To apply a theme used in one document to another document, on the Home tab, under Themes, click Browse Themes. To save a modified theme as a new theme, on the Home tab, under Themes, click Save Theme.

Once you get to the installation options, make sure you check the box next to Restore Point just in case anything goes wrong with the installation. There will also be options to install add-ons like MetroSidebar and RocketDock, depending on the theme you downloaded.
If you find yourself getting tired of your theme and want to switch it up, you will first need to uninstall your previous SkinPack through the Programs list in Control Panel. However, if something went wrong with the install process and you are trying to get your PC back to normal, I'd recommend using the System Restore option.

This popular dark theme is available on over 200 platforms, published by Zeno Rocha and Derek Sifford. The theme features complementary bright pink, purple, and orange tones. Other versions of Dracula for VS 2017 and 2019 can be found on the Dracula page here.

To view your theme after installation, you will need to restart your instance of Visual Studio. Then, navigate to the Tools -> Themes dropdown. This list of themes will include the name of your newly installed theme. Select that theme to apply it to Visual Studio.
For these dark themes, is there a way to set the color palette of the Visual Studio integrated terminal It appears to use a color palette built for light themes, so the text is very hard to read on a dark background. In Windows Terminal or conhost, you can set the color palette.

Tk has basically two sets of widgets, the classic widgets and the themed widgets. The classic widgets are default because of the need to support old applications, but new code should use the themed widgets. (They can't be overloaded because they work in quite different ways, and there's a lot of code out there that depends on the old classic way. Alas.) With the right theme, the themed widgets (typically referred to as Ttk) look native and behave natively on Windows and OSX.
There are partial Ttk themes that delegate to Gtk and Qt available (this presentation from last year shows them in action) but they're partial, in large part because of the poor quality of the themes (Gtk/Qt themes, not Ttk themes; this is confusing!) in typical use with those toolkits. The major problem is apparently in the reporting of metrics, which often seems to be wrong (resulting in widgets getting the wrong size or visual elements being put in the wrong place); I understand from talking to the author of that paper that a significant fraction of themes only happen to work with Gtk/Qt, but cannot verify this from personal experience. (I'm on OSX so I use Ttk's direct native support.)

When changing the theme of Fedora Workstation, there are 4 different themes that can be changed independently of each other. The 4 theme types are the Application (GTK) theme, the shell theme, the icon theme, and the cursor theme.
Application themes are also known as GTK themes, as GTK (GIMP Toolkit) is the underlying technology that is used to render the windows and user interface widgets in those windows on Fedora Workstation.
Shell themes change the appearance of the GNOME Shell. The GNOME Shell is the technology that displays the top bar (and the associated widgets like drop downs), as well as the overview screen and the applications list it contains.
One important item to note with icon themes is that all icon themes will not have customized icons for all application icons. Consequently, changing the icon theme will not change all the icons in the applications list in the overview.
